Have you checked transactions within steam?
I'm not saying you stole it but paysafecards are known to be frauded with and then sold to people.
Check your steam transactions, what does it say there? Succes or failed?
There weren't any funds on it to begin with otherwise steam would've accepted the transaction.
Your last resort is to contact steam support.

Make a new account for support and explain your problem.

Make a ticket at support, they will assist you further. It's a payment problem.
Paysafe has put the funds on hold. Since the transaction failed PSC will release the money back to you within a few business days. No need to bother support with this. Just wait a few days and the money will be back on your card.
Yeah, save your card and use it again when the money have returned, which should take about 3-5 business days.
