  • Open the Steam client
  • Navigate to the "Library" tab
  • Right-click "Team Fortress 2" and choose "Settings"
  • In the new window, click "Set launch options"
  • In the new window, type "-autoconfig" and click "OK"
  • Close the "Settings" window and launch Team Fortress 2

Okay, try this. Not sure it will work.
  • Open the Steam client
  • Navigate to the "Library" tab
  • Right-click "Team Fortress 2" and choose "Settings"
  • In the new window, navigate to the "Updates" tab
  • Uncheck the box titled "Enable Steam Cloud synchronization for Team Fortress 2"
  • Click "Close", and close the "Settings" dialog
  • Exit Steam
  • Go to the "Steam\steamapps\common\Team Fortress 2\tf\cfg" folder and find "config.cfg"
  • Copy the file to your desktop, or to another folder where you can find it later if needed
  • Go back to the original copy of "config.cfg" and delete it
  • Restart Steam, and open Team Fortress 2
  • If you can see the game, exit Team Fortress 2
  • Navigate to the "LIbrary" tab
  • Right-click "Team Fortress 2" and choose "Settings"
  • Navigate to the "Updates" tab
  • Put a check in the box titled "Enable Steam Cloud synchronization for Team Fortress 2"
  • Click "Close", and close the "Settings" dialog
  • Run Team Fortress 2
  • You should receive a message telling you the cloud is out of synch, choose to replace the files on the server with your local files

I know this is an old thread, but if someone encounters the same issue, go to the file you were messing around in, right click it, and press the "Restore Original versions" button, and just go back as far as you want, and it should be good
