If it does, try manually re-synchronizing your Steam inventory by adding something on the Steam Market at http://steamcommunity.com/market/ and then remove the listing immediately after.

I wasn't claiming it's a Steam Market issue, I was saying that listing and unlisting an item can manually re-synchronize your Steam inventory
Again, do you have the hat in the inventoryhistory? If you do, it's an inventory -synchronization issue, therefore try the Market (un-)+listing.
As for the picture: I knew what you meant; if you can't type in the box - you've probably got NoScript or the like blocking that part of the website.
Then it's probable your computer was compromised.
Instead of 'Item Bugs', I'd list the ticket under 'Stolen/Hijacked Items';

- Trading items/gifts for nothing in return in the first trade and expecting to get an item or gift in a later trade

This wery strange or lag or bug or something but i dont have this trade on my steam trade history on my profile steam , i have only this trade confirmation on my email adress and i have only screenshoot trade offer error this trade , normaly when i got trade error i dont lost my metal or item i trade .
This answear from steam support means i cant get back hat i pay for ?
What should i do write the new ticket with same words or maybe i have to do something more ?
