Can you trade/sell games someone has gifted to you?

Hello so umm mu friend gifted me a game and I wanna know if i can sell it or trade it for ingame items? Please help.

If you haven't added the game to your account and it's still in your inventory then yes you can trade it. It should be restricted for 30 days though.

You might want to take this as an oppurtunity to understand how Steam works. They don't (at least officially) care about downloading. The fact that you could actually download the game, however, indicates that you have activated it on the account.

This is what Steam cares about: you have activated the game, therefore it's yours. Whether you have downloaded it or not is of no concern whatsoever.

You are not permitted to resell gift games for real life cash, Paypal, etc. This goes outside of Steam's trading policy and violates the SSA. You may trade gift games for other gift games, cards or other in game items with other players, provided you have not added the game to your library. Once added (activated) to a Steam library, a game becomes a permanent part of that account's library and may not be moved, traded, or sold.
