Your best bet to look in the GTA SA Forum. Lots of excellent help there. You can get to the forum by folllowing the links from the Library or Store pages.
specifics help out alot, if the screen goes black etc; any little detail no matter how insignificant helps out alot fixing the issue for when you go to launch it
I have another game on steam that works fine, this one hasn't yet. I was thinking of reinstalling but I'm not all that familiar with steam and if it says it is installed fine... is that the end of the discussion?

Generally, reinstalling accomplishes nothing. A lot of the time its a missing VC++ update or other redistributable. Looncan gave some good advice.That and browsing the correct forum should have you up and running soon.

because you're on the help section it doesn't specifically need to be a steam related issue, however it does help :)

it doesn't need to be a steam issue are you up to speed how drivers work with GFx cards or how to successfully update drivers without conflicts etc; etc;

How can you reinstall a game through stream? There isn't an error messages, no strange graphic happening or driver conflict that is acting up, it just simply does nothing with I click play. Am I looking at this problem wrong?
my line of questioning is in-line with the age of the game, hard to tell but it is a good good game somebody even made a killer MMO mod for it free of charge back in the day, still somewhat popular

Here is a link to the GTA SA Forum which describes your issue: http://steamcommunity.com/app/12210/discussions/0/627456486385194248/

You reinstall any Steam game by Right clicking in Library View, selecting properties, then Local Files and finally Verify Integrity of Cache.

Ahh, steam makes the reinstall easy. Going to try to just start over. Thanks for the quick responses. Hopefully this will work. Thanks for the help suggestions.
