Your best bet to look in the GTA SA Forum. Lots of excellent help there. You can get to the forum by folllowing the links from the Library or Store pages.
Generally, reinstalling accomplishes nothing. A lot of the time its a missing VC++ update or other redistributable. Looncan gave some good advice.That and browsing the correct forum should have you up and running soon.
it doesn't need to be a steam issue are you up to speed how drivers work with GFx cards or how to successfully update drivers without conflicts etc; etc;

You reinstall any Steam game by Right clicking in Library View, selecting properties, then Local Files and finally Verify Integrity of Cache.
