Are you trying to edit Program Files (x86)? That contains the Steam folder (at least on 64-bit systems).
Renaming folders should not be a thing you have to do, and will not end well if you do rename it.
Could you explain HOW the Steam folder got an apostrophe in it?
You would have to uninstall Steam, rename the folder, then reinstall Steam to the newly named folder.
C = this computer
D = Hardrive
D is named D:\team fortress for some reason even tho im not installing team fortress or have it
You can rename the drive if you so choose.
1. Close Steam
2. Rename the folder
3 Open Steam and look at the library folders list - you'll notice the old name missing
4. Add new library but choose the renamed folder
5. Games get added back in
It seems these days Steam creates a new folder SteamLibrary on your drive where you want to save your games, and doesn't allow you to edit the name of this folder.
It's actually possible to use your own folder, but instead of choosing a drive letter, select the last option: "Let me choose a location", then select the folder you want to create the library in.

I moved all my data from D:\Program Files\Games\Steam to D:\Steam, and now it should look like this:
Disclaimer: Although I'm fairly sure this method is foolproof, I take no responsibility for any possible data loss.
I have yet to test this, but it looks very promising.
My reason is that I have multiple 12TB drives 'mounted' under
c:\steam games\ of which I would like to change to c:\games\
