administration, replace the website links - Replace HldsUpdateTool on SteamCMD

On this page http://store.steampowered.com/about/, at the bottom there is a link to the old program that has already died
her name Windows HLDS Update Tool, The program no longer has access to the download server, it was replaced by steam cmd
