Let me change the background.
I hate dark backgrounds! It's ugly and depressing. Is there a way I can change it to white background?

Yes, edit your profile. You will of course need a background you have aqquired through trading, the market or crafting a badge. But with a private profile I do not see what difference it makes.

If you are referring to the client, several skins are available.

On other hand majority loves darker backgrounds. Bright text on dark theme is also better readable as vice versa and doesn't blinds you at evening/night.
Black/white is also the mascot color choice of Steam.

And yes as Hi-Torque told, there are many choices for backgrounds, assuming you acquire one or more those.
But as long you keep your profile private I don' really see any reason in it as long it will be blank for everyone else.

Skins are 3rd party so I would keep my hands off them.
