How do I add a bot/friend?

You can't add any friends, because you're on a limited Steam -account.

To become unlimited; a level 1 (or higher) user:
You will have to purchase a license directly from the Steam Store; or redeem a Steam Store bought gift. Here's the cheapest game on Steam Store right now: http://store.steampowered.com/app/318430 If online payment methods aren't the closest thing to you, you may want to look for a physical Steam Wallet Card you can redeem through http://store.steampowered.com/account/redeemwalletcode

Craft badges to increase your Steam Level to add more friends. Or remove some of your old friends to add new ones/bots:)

The rules have changed since your opening post back in March - you now need to add $5 to your Steam wallet or spend that amount or more in the Steam Store to unlimit your account now.
