Have a friend buy a game as a gift and send it to you.

If that's not an option either, then you're out of luck.

EDIT - Nevermind, they changed it, gifts don't work anymore. You have to spend $5.

I bought CS GO with a sale 50%, but I did not get this badge. Why? And my acciunt is still limited!

@Medical Student Make sure the game was on sale for 5$ and above. i Just recently bought 9 games on steam a couple days ago and my account wasn't limited anymore cause you need to pay atleast 5$ to be a full member.
