The fact that Fallout New Vegas is a AAA game with potentially hundreds of hours of gameplay doesn't really change that unless you want to play that specific game right now, there are other options, some with a better value, that you can use until a time when the New Vegas game is on sale again. That's what I'm getting at.
So even if he wants "a" game right now to play, unless he wants "that" game right now, there really isn't much reason not to choose a good game that is on sale, or one with a lower price to extend the value of his 20 dollars.

Well, why don't you suggest a few titles rather than picking apart mine?
In all honesty, looking at his game list, I'd suggest he play one of his many games until something of value goes on sale. He already has Witcher 2, Fall Out New Vegas, and Far Cry 3, with little to no playtime.
They generally contain several games per bundle and many are extremely good, and are almost always obscenely low priced.

This is an astounding value and provides many, many hours of gameplay for a very low price (from $1 to $15 depending on which game tier you choose.) All of these are Steam games except for the one android game.
There are other bundle sites as well, offering other incredible values for gaming, many of them Steam redeemable, some on Desura, others DRM free and a few on Origin.

Most of the major legit bundle sites do several bundles each month, check back and see once in a while what they are offering. Also note that most bundles are time limited so you need to buy them while they're still being offered. I've picked up dozens of awesome titles for yard-sale prices from them.
