You have to buy something on Steam.

Don't beg for gifts, that's not only poor manners, but also against forum rules.
If you can afford a PC and an internet connection you can also afford to buy a game on Steam.

You need to either buy a game to gift to someone (thereby removing the limited account status anyways), or have someone who has bought a game gift it to you.

You can either send a gift when you first buy the game, or send it later from your inventory.

That is not possible. Previously you could remove limited status by receiving a gift. However now the only way to remove limited status is by spending $5 USD or equivalent on Steam, or adding that amount to your Steam wallet.
