Can I refund pre-orders that I gifted or traded?
No, once a pre-order has left your account it cannot be refunded from your account page.
What if I was gifted the pre-order, can I refund it?
No, since you did not purchase the product you will be unable to refund it. The purchaser will need to contact Steam Support to request a refund.

Look at why.
I buy a 4 pack of whatever game (for the price of 3 games usually).
1 is for me. I gift the rest to friends.
Friends all do what you are trying to and get refunds for the gifts.
Now between me and my freinds we have got 1 game for nothing at all.
Repeat process for another game each, and so on, etc.
You will not get a refund or cash or wallet funds for a game gifted to you.
It is so open to abuse, they will never allow it.
