Considering Steam censors the name of the site, perhaps you should look elsewhere.

Sites that sell Steam gifts are not legit.
Plus the forum censored the name, so whatever website you're talking about, I highly recommend buying from somewhere else. It's clearly an unauthorized reseller. If you buy from them, you run the risk of having the game removed from your account because the site that sold it to you obtained it fraudulently.

For your own sake, you should avoid sites like that and only buy from legit resellers.

Neither, from them.

Kinguin or G2A I think both are legit, I read reviews

Reviews mean zilch. They are not authorised key resellers, no matter what anyone's opinion is. Steam has a very strict approach to this, they can revoke keys if the publisher finds that some keys have been stolen. In this case Steam will not help you at all and you have to talk to the shop to get a refund, if they don't, you're out of luck.

Unauthorised key resellers are censored on the forums. Authorised resellers aren't censored.

Anyways they accept paypal payment and I will be recording while I buy so if something goes wrong I can just file a complaint via paypal and get a refund

You think wrong, and it doesn't matter what you have read or heard (companies lie to get better reviews you know) as both of these are shady UNLICENSED key shops, period.

Also it doesn't matter if you are "recording" the transaction or not, you can still end up with keys that are stolen, fraudulently obtained (charged back), obtained from scams or bundles, region locked (and your account can be suspended if you try to activate them using proxies), and other shady sources. The smart thing to do is do not buy from unlicensed key shops. You have multiple people now telling you they are bad, if you buy from them what happens is on your own head.

^^^This. Also you run the risk of having your account locked by steam if they catch you using some of the methods those sites require.

Learn patience for example. No key seller is cheaper as Steam is during a huge sale.
Also for above stated reasons I wouldn't use any other resellers are Humble Bundle or IndieGala.

Plus as I see, you need to have one Steam purchase anyways, cause your account is limited.

If you honestly believe that then you need to visit Isthereanydeal, Steam isn't near the lowest sale price for many different games. Humble and IG are a godsend, so is BundleStars.

Yeah, for example Bundlestars has the entire F.E.A.R. collection for less than 8€. On Steam, i can't even buy all the games due to not being available. Was able to activate them without issues though.

Also, even without a sale, Greenmangaming tends to have better prices since they frequently have "coupons" for 10% or 20% discounts that can be used with almost everything.

Exactly my point, apart from I didn't use GMG as an example. I managed to pick up the Valve Complete pack at GMG for £10 this Winter just gone, the lowest it has ever been on Steam is £18 a year and a half ago.

With sites like that, you take the risk. Sometimes you win and others you lose. But now with the region locked games, you need to take extra care. I know of cases were gamers have had their games revoked and cry about it on the forums. If you are ripped off OP, dont come crying on the forums :) have a good day sir.
