You can for the latter times (if to avoid downloading again) back the game files up once installed again by right mouse clicking the game on your Steam library -> Backup Game Files...
I don't see Age of Empires III on your account though. If you've not yet redeemed it, hit Games -> Activate a Product on Steam; if you have redeemed it, you're on a wrong Steam -account.

I wonder if the 'Age of Empires III: Complete Collection' is the only AoE III that redeems through Steam.
That answers my question, I guess. Sorry OP, it doesn't seem that you can activate the regular version through Steam.
Only the Complete Edition of AoE 3 can be activated on Steam. If you lost the disc, i'd contact the publisher and ask if you could get a replacment for a small fee.

Yes, you can. You need to use the micro-USB cord however; given you want to use it on your Xbox One again, you'll have to re-synchronize with the console.
