What is this? Do I need to buy em' or sum' o' em' fo' free?

Yes, it is free :) To add music follow these steps:

Once you have downloaded music onto your computer, find the Steam directory files \Program Files (x86)\Steam\music and add music into here. Then go to Steam settings and Music, then click 'Add' and browse for the directory you saved the music in (\Program Files (x86)\Steam\music) and press 'Ok'. Then go to the little gear icon and find Music Player. Hope this was what you're looking for.
