In case of "fail to load the launcher DLL" whereas the files, caches, etc etc are allright, you just have to rename the file directory, for example I changed :
"C:/program file/steam/steamapps/<account name>/half-life 2 episode one "
to :
"C:/program files/steam/steamapps/<account name>/half-life 2 ep 1"

When you try to launch the game, the steam cloud asks you if you want to download the files from steam cloud to your computer, or from your computer to steam cloud. Select the first option, then the game starts normally, some files load and you're able to play the game at the end of the download (which takes no more than 5 minutes).
