I can't zoom out of steam

my steam account is zoomed in and i cann not fix it. this also is the same for crusader kings two and so i cant play it. this a new comptor that i am on so i would like to think it has to do with that but etheir way any help is apprated

my os is windows 8.1 laptop i have not activted the screen magnifier where is it? my natice resolution is 1920 x 1080 and i tried changing it makes my screen to small on the setting closest to mine.

ok i did what you said and the magnifier is not selected so that didnt work. i am going to contact custmer service thank you for the time

Just change the screen res; what is the problem!?

Take a screenshot of the problem and link us to it please.

As for Magnifier; u can toggle that on/off by pressing Winkey + and - key combos.
Winkey + (zoom in) and Winkey - (zoom out)
