Card Declined when trying to buy a game

I tried to but borderlans 2 and used my credit card i have link with my paypal and when i finished the transaction it said this:

"Your purchase has not been completed. Your credit card information has been declined by your credit card company.

Note that in some cases, your credit card company may put a 'hold' on funds in your account, but you will not be charged. After correcting any errors in the information displayed below, please try your purchase again."

BUT i recieved the email from paypal that i just had a transaction with steam but it didnt transfer me to the page where it supposed to says "continue shopping" and the game was indeed in my games library.

What happended?

paypal is a scam, use your debit/credit card directly with steam.

paypal is not scam, it's the safest way to use your money on the internet, what happend though is strange

Paypal constantly freeze peoples accounts to lock money in their company to manipulate stocks and reports. If you have a CC/Debit card with a chip then use it online where you can, and only use paypal when absolutely needed, and never ever put money on your paypal account.
