why i can't pre-order GTA V PC on Steam?

The exact date of release of GTA V PC January 27, 2015 why is it just notified Early 2015 on steam?

Because the game publishers haven't created the option yet for you to pre-order it. They may not HAVE a pre-order on Steam, they may remove it from Steam altogether.

You'd just need to wait, or bug Rockstar directly.
