And what do you mean "go to open." Where is that? You should be able to launch the game right from your Steam library.
Also, ARMA2 has a demo you could have tried to test out the game to see how it runs.

There you'll see an install button.
If you have Steam client on your PC, login on that one and head into the Library. Find the game in your list and install it that way.
When you bought the game if you did so through Steam you'll be asked if you want to install it or not. If you do not have the Steam client installed it'll download it for you. Otherwise just press the install button.
If you bought it on a CD/DVD you just put that into your CD drive and let it start the installation that way.
I'm sorry but this isn't hard to find out how to install the game.
As for the problem you're getting. Not all PCs can run the games on Steam and your PC seems to be too old or doesn't have a graphic card that supports the game.
See it as buying the wrong part for your car. It's something one might want to learn before getting into this hobby.
Games have certain hardware requirements. If you don't fulfill those with your PC, either will not run or you will experience slowdown. Many buy those overpriced prebuilt computer called ultra-hyper-super-mega gaming computers with graphics cards intended for office work and then they wonder why they cannot play.
Also running games on high details require better hardware as running on low details. A knowledge involving common sense.
Updating drivers of graphics cards/chipsets also helps a lot to keep your gaming stable.
The "Shader model 2" error means that you have a very old graphics card or a very outdated driver or both.
I have only medium powered gaming PCs, but even my previous card from 2011 supported Pixel Shader 3.0 already.
Upgrade your toaster and next time wait for sales. I bought Arma 2 for 5€ on sale. If you feel ripped off, okay, but you ripped off yourself.
Maybe your card/computer would fail in other ways as well for that game
Its resource hungry like a grizzly.
If you can post your specifications of your PC, that can help. Bear in mind that it is very old and a pc that doesn't have a card with shader model 3 probably won't have the power to run the game.

It sounds as simple as your pc isn't powerful enough to play the game. Of course, it COULD also be true that you are using a laptop and the game is detecting an onboard card and not the dedicted graphics card, but without specifications, etc. of your hardware, we can't tell you.
