RPG Maker VX Ace won't Launch

When i try to launch RPG Maker VX Ace, my loading wheel spins for a few seconds then stops spinning and nothing happens. The game just wont launch. I have tried:

1. restart steam
2. restart computer
3. uninstall & reinstall of the game / cleared game data
4. verifying game files
5. deleting 'appcache' folder
6. run in admin

Out of all my games, only RPG Maker VX Ace is having this problem.
It has worked in the past.
It is working on a friend's computer through my account.

When I look at the debug.log I spot a series of errors:

[0924/072829:ERROR:renderer_main.cc(227)] Running without renderer sandbox
[0924/072829:ERROR:backend_impl.cc(1996)] Corrupt Index file
[0924/072829:ERROR:cache_util_win.cc(20)] Unable to move the cache: 5
[0924/072829:ERROR:cache_util.cc(132)] Unable to move cache folder C:\Program Files (x86)\Steam\config\htmlcache to C:\Program Files (x86)\Steam\config\old_htmlcache_000
[0924/072829:ERROR:cache_creator.cc(125)] Unable to create cache

The 0924/072829 is a date and time stamp, but i can't make heads or tails of the error. Also the numbers 227, 1996, 20, 132, and 125 don't seem to correspond to error codes.

(Steam error code 20 is an incomplete installation, and the rest aren't listed as error codes in steam support page)

From this, My best guess is that I have corrupt file on my computer (2nd error message), but I don't know where it is since I cleared game data multiple times.

Any assistance would be great. I'm going to keep working on this, but right now i am out of ideas.
