Steam client missing or out of date in DotA 2

When I open up DotA, the loading screen pops up. However, after about 10-15 seconds, the attached screen shows up. I have tried restarting my computer, restarting steam, reinstalling the game, closing any unnecessary background processes, deleting my appcache, and verifying the local files. Unfortunately, none of the fixes had any avail. I have also read that reinstalling Steam would not help as well. It is not a problem with me router, as other multiplayer games as well as the ones in the same genre (League of Legends, Smite, etc.) run with no problems. Is there a reason why only DotA 2 is having problems, and are there any fixes that I have not tried yet that would work?
