Look in the manual of the game how to integrate add ons.
Also, your CD KEY(s) (which may need to be tied to your Sims/EA account (not sure there anymore) are on the right side under LINKS (after clicking the game in your library, detailed view)
The Expansion Packs are there when I right click on the game and click View Downloadable content, and the install boxes are checked, but beside it, it says that the Expansion Packs aren't installed...what do I do?
Try rightclicking the game in the library -> Properties -> Local Files -> Verify Integrity of Game cache. If anything's missing that should trigger it.
You may need to link the games you have to your EA account though (by registering your keys), I think I did that on the main Sims 3 website[www.thesims3.com]. Though I'm doubtful that would affect whether they show installed in Steam or not. However, once they're registered their it may affect whether you see them ingame, assuming you're logging into an EA account when you start the game.
Absolute worst case scenario, if you really can't get it to work, you could use the CD-keys you got on Steam and activate Sims 3 + expansions on Origin and try and see if it works properly with that client.
