Similar GPU to the one I had in my craptop.
Some games that ran well were:
OpenTTD
Dwarf Fortress
Sins of a Solar Empire
Fallout 3/FONV - the former ran better than the latter. You may need config tweaks.
Space Pirates and Zombies - unassuming title but it's actually a very fun game and very moddable.
Civilization IV
FTL

Also, pretty much every source game released before portal 2 and CSGO will run well.

Terraria and Quake Live should run on that.

Singleplayer RPG
*Morrowind; GoTY Edition
*Oblivion: GoTY Edition Deluxe
These both are great and totally complete in terms of expansions & DLC. Better than current TES games. It's a case of "they just don't make them like they used to".
*Torchlight (has special netbook mode probably also good for a old laptop)
*Space Pirates & Zombies & Bounty Hunters

Multiplayer (with singleplayer)
*Mount & Blade: Complete (includes all versions & DLC, if you get only 1 get Warband)
*Torchlight 2
*Half Life: Complete

Most of these games are older & go on sale at major sales. These are some of my person favorites. Also since it's free try to see if you can DoTA2 works on your PC though I think it might be below minimum spec you might be able to coax it to run.

Check the Indie Games here on Steam. Quite a lot of them use 2D graphics and focus on fun gameplay rather than being cutting edge.

No, HD 4250 is comapred to 1st gen i-series Intel HD graphics, not HD 3000. It mentions HD 3200 but that's a AMD/ATI motherboard iGPU not a Intel.

HD 4250 does 44 GFLOPS. That's really low, the top cards do over 5000 GFLOPS.

1300 to 1800 GFLOPS is what the new XB1 & PS4 consoles have.
