open notepad, copy:
Windows Registry Editor Version 5.00 [HKEY_CURRENT_USER\Software\Valve\Steam] "StartupMode"=dword:00000000
paste, "save as", "all files", make .reg extension, doubleclick on this file

Just click the Maximize button so it changes from "two" window blocks back to "one"
Then move your cursor to Top and/or Right-Side until u get the Arrow Cursor for Move/Resize

It usually occurs when u had exited Steam Client whilst the Client Window was maximized. Then upon next launch it simply forgot what the old/smaller sizing/window position was.

When this happens on mine I have a quick-fix: Go into "Big Picture Mode" and then Menu->Exit Big Picture Mode. This restores the window functionality allowing it to be moved, resized etc.
