Then you will need to set it right on the steam settings.
On steam config > Voice, click on "change device" (or something), it will open windows sound settings, you can select what mic is the "default" set your mic (not the onboard sound mic) and hit ok.
If your mic is usb, it will create a new device for it, and wont use your default "Realtek" audio.

In this image you can see 2 mic's, just like i belive you have.
My microphone is set to default on the windows sound settings. No other device is plugged in or being used.
As I said before my microphone works perfectly fine in any other program.. Just not steam.
Any other advice?

It doesn't make sense that it works in other programs but not on steam...
Go to Start>Control Panel> Hardware and Sound>Device Manager
Now under the tab 'Sound, Video and Game Controllers' you need to right click on anything under that tab and click 'Uninstall'.
Dont worry once you restart your computer all the drivers will download once again.
Try this and let me know if this helps! :)

i already follow your instruction, already uninstall everything under "sound, video, and game controllers", after restarted my computer download all driver i uninstall (this is normal?)
after finishing download, i check on steam and nothing happen... my microphone cannot set as default on steam. but when i check other program such as skype, it recognize my microphone really good (no trouble at all).
i wonder what really happen to my computer and steam, it seems not made for each other :(

Due to its main function being a webcam maybe steam is not recognising it at all?
I would advise you to search on google and see if there are any other people who are using a webcam microphone, and make sure that it is possible to do so.
To your question above. Yes the driver will automatically download once you restart your computer.
yes, my microphone is also my webcam.
actually this work really fine and perfectly clear a couple month ago, but it eventually not recognize at all after i update steam music beta and change my steam skin. after i know that issue i directly re-install steam and nothing happen... i ask steam officer on help topic but no respond, i'm so desperate....
If nothing work i will reinstall my windows (maybe downgrade to windows 7) and hoping for the best before holiday season, because i know this is work very well and suddenly something change it.

i cant found microphone option on my cs:go. the only microphone option lead me to Steam Voice Setting it self.

HOLY ♥♥♥♥♥♥♥♥♥ DUDE :D Been having this problem for 2 days now, didn't now that it had to do anything with the nvidia share/shadowplay... one comment though, you don't have to uninstall, you can just turn share off and that'll do the trick ;)
