Why i can't trade it passed 15 days ?!

Are you sure it has been 15 full days (15x24=360 hours) and it is not just part of the way into the 15th day? What day and time(PST) did you activate Steamguard?

I enable my steam guard sep. 3 so the date is sep. 18 and becoz 2am so the date now is sep.19 i was hoping in 4 pm i will be now able to trade

Well you can go ahead and fill out a ticket, but you may want to wait until the 18th has passed in Valve's time (14 more hours0. If it works after that you can cancel/close your ticket.

Also, are you sure none of these apply to you: https://support.steampowered.com/kb_article.php?ref=1047-edfm-2932 ?

Again. It's exact 360 hours, not dependant on Valve's used PDT timezone at all

If OP triggered the countdown at 4 PM they'll wait until 4 PM 15 days later; not 3:59 PM.
