Why does Steam downgrade the quality of JPG profile pictures?
It seems like whenever I upload a resized profile picture sometimes for steam it doesn't come out as the same resolution and quality shown on my computer. Does it happen to anyone else? It's not a problem, but just to cure my OCD I wanna know haha.

Steam compresses avatars to save space on their servers.

Best to optimize the avatar beforehand in a bitmap editor. If the picture what you upload will have similar size/reso what Steam requests, the editing will be minimal.
I use avatar which I have drawn myself in Photoshop and didn't really noticed some quality loss, despite that I'm known for complaining even for minimal ammount of pixelation.
