DLC registration with no base game

Hi, I have a DLC for a game that I don't own and thought I would create a giveaway for it at some stage. I think I have tried to register the key on Steam before even though I didn't have the base game. Do you know of the key will still be unused or would Steam automatically use the key in anticipation that I might eventually buy the base game? Thanks

If you register a key, its tied to your account.

is this still the case even if i don't have the base game for it to register against?

If you use the same key to 're-activate' the product, does it produce an error message over and over? If the registration was succesfull, it's tied to your account.

Just tried to activate the key to see what it did. It says "Please first try to activate the original game. The product key you've entered requires ownership of another product before activation. If you are trying to activate an expnasion pack or downloadable content, please first activate the original game, the activate this additional content." So sounds to me that this hasn't activated?
