Did you recently add a new form of payment to your account? This is a system that is implemented to reduce fraudulent activity on the forum. The information below is more information regarding this:

More information can be found by clicking on this post by Drunken F00l.

I added $20 yesterday from a Steam gift card. There is no credit card on my account.

Then your issue is not you changing your payment options, but it is allowing your account access to an unauthorized device. You might have also changed your password recently which also restricts access to the community market as well. Details are below:

Types of Restrictions

Newly Authorized Device

If you are on a newly authorized device that has not been Steam Guarded for 7 days you will receive a 7 day restriction from trading and the Community Market. Any other devices that have been authorized for 7 days will be able to trade or use the Community Market.

Actions such as clearing your browser cookies, using a new browser, reinstalling Steam, and reformatting will trigger this cooldown.

Recent Password Reset

If you reset your password, you will be restricted from trading and the Community Market for 5 days. If your account has not had any activity for more than 2 months, these restrictions will apply for 30 days. We do this to help protect users who lose access to their email account. Note that this does not affect password changes, only password resets.

Wait, so. If you activate a new account and use the market within 7 days of activating it the restriction is implemented? I have my steam account on like 6 pc's and 3 ipads and its never happened before. Is it a coincidence that this also happened just after I filled in some US citizenship form?

It's because those devices have been recognized by their MAC addresses.

It isn't a coincidence. The form that you had to sign was pertaining to the IRS implementations on Steam. That form also does not restrict you from purchasing off of the community market, it only restricts you from actually selling items on the market.

Possibly an IP address change from your ISP?

If that isn't the answer you're looking for, submit a Steam ticket and provide details about the issue you're having. By the time Steam gets back to you, your suspension on using the Community Market and trading would be lifted.

No IP change, and yes I'll have to wait. Shame Steam doesn't actually have a Phone support line yet which I find pretty unbelievable lol. I appreciate your time, thanks.

Not a problem. I'd just wait it out. I've been in the same shoes as you before when I had to use a different credit card.
