The GTX 760 is where serious gaming really starts for Nvidia cards with the GTX 750 ti meanwhile having stats just very slightly below the Xbox One's GPU and being better suited for a powerful office PC, low-budget upgrade for system with crappy PSU or HTPC card.
Ofc, CS GO is not a demanding game, far from it, it can easly run on pretty much anything that is not 10 years old. With gtx 760 you should easly get 200-300 fps with all max settings.
Ofc a gtx680 is a bit more powerfull than a 760. But my cpu is pretty old now and my gpu usage while playing was in 50-70% range because of that. So you should get even more fps with a gtx760 if you have a better cpu.
