Black borders on EVERY game

My graphics card is an AMD R9 270 Series (drivers updated), and what happens is that almost every single game in fullscreen on my PC gets these black borders around the actual game window. My monitor is 1600x900 (16:9), refresh rate of 60Hz. When I check the game's options for resolution, they're always at 1600x900, but the black borders still appear. I'm looking for a permanent solution because I'm tired of looking for a different solution for every game I want to play.

I have found right clicking on the game title in your library and going to the properties tab, then typing -w 1600 -h 900 will strech the game to fit your screen. The issue that arises from that is sometimes the icons are still in that smaller resolution which I have yet to find out how to solve.
