steam has never ever ever showed a loading icon normally on steam

I've personally tested the new Client on over a dozen machine, from a Celeron 1.4GHz/512MB/XPSP3 to some monster rigs.... I have yet to see anything close to what you are describing.
The very most I have seen used was 160MB w/6 Webhelpers when I had several client browser windows open. It normally idles at less than 80MB
