Can you immediately trade items and gifts if you make a new account?

So a friend of mine want to make a new account, but he has some cs go items and gifts he wants to transfer to his new account.

The reason i'm not sure if you can trade immediately is because steam has changed a lot guarding trading lately, because of scammers, as an example you now have to verify trades with your email.

So can you immediately trade with your new account, or do you have to wait a couple of days, for steam guard and other applications to activate and allow you to trade?

If you make a new account you need to buy a game on Steam, complete a microtransaction or redeem a Steam gift to unlimit your account.

Trading and gifting isn't exclusive to limited accounts; only your SteamGuard has to have been enabled for 15 days.

Therefore: no, you cannot immediately trade items & gifts.

You have scam trading/gambling sites in your profile name history so most likely your account is compromised and your knife stolen. All 3rd party trading/gambling sites are 110% scams. EVERY. ONE. OF. THEM. There is no such thing as legit 3rd party trading/gambling site no matter what anyone else tells you. Secure your account and stop using scam sites:

Take the following steps to secure your account:

1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey
