Hello, i was trying to add some fund to my steam wallet via Visa and Paypal but neather of them worked and i got that message. Ive contacted Steam support 08.02.15 and stil waiting for a any answer.

This did not help me at all, but thats what Steam support says to do, so try it out and maybe it will work for you.

Thank you for contacting Steam Support.

Even though you may have attempted similar steps already, please re-test the issue now using the methods below:

Note: These processes will not affect your currently installed games.

If using a PC
- Please exit Steam, and navigate to the …\Steam\ directory (by default this is C:\Program Files\Steam - if you set a different installation directory, you will need to browse to it).
- Delete all of the files in this folder except: Steam.exe and the \Steamapps\ and \Userdata\ folders
- Restart your computer and test the issue again.

If using a Mac:
- Exit Steam and go to the folder Users/[username]/Library/Application Support/Steam
- Delete all of the files in this folder except for SteamApps and Userdata.
- Restart your computer and test the issue again.

For all operating systems:
- Ensure that you are not using any IP proxy or VPN software. These applications must be completely deactivated when purchasing through Steam.

If the issue still persists, try using a web browser (Internet Explorer 7 or higher on PC, or Safari if on a Mac) to make the purchase using http://store.steampowered.com/

already tried using the method above and did not help to solve the issue.
Here what I already tried :
1. Read and do what Steam FAQ recomend to solve this issue.
2. Googling.
3. Search in forums (not only steam discussions).
4. Try to add wallet / purchase game / item in dota2 store using desktop browser [IE8, Chrome, Mozzila all with latest update], in-game purchase, and steam web browser.
5. Clear cookies, history, or whatever it is (I even re-install all my browser trying to solve this issue).
6. Login in different laptop (tried in 2 different laptop and 1 PC with separate connection *not from same IP*).
6. Formatting my laptop and install steam - download dota 2 - patch it, and install desktop browser.
7. Try to buy items / games using mobile phone (with simcard internet connection).
8. Login in net cafe.
9. Not using any VPN / Proxy.
10. Contact Steam Support. [Didn't help at all, only give you some stupid obvious question and make things complicated with 3-7 days reply]
11. Email Gabe Newell at gaben@valvesoftware.com about this issue.
12. Using http://store.steampowered.com/?cc=id *id, sg, uk, us - just change to ur country code* (for purchasing games in steam store)

I don't really remember, but I think I already did more than 12 points above when trying to solve the issue about add funds error, steam store purchase error & dota 2 store purchase error. Hope steam notice and fixed this.

This has been hapening to people in early 2014 and itseems like they are posting that issue on steam community stil. so this is hopeless since steam support "help" is to copy and past, no Working methods found on Steam, Google, Youtube, Reddit. And it seems that the problem is at there end not ours, since we have been trying so many different methods to fix this and nothing works. Only thing to do is wait until everyone on steam gets this this problem and they realize that they are losing alot of money on this.

ALright, it works again, there nothing you can do to fix this issue only thing that helps is time, it took me 6days of waiting time.

it would be really helpful if they specified what the error was. is it because my credit card is lacking funds? is it because steam is having issues? did my credit card got rejected? the error message really makes the situation even more infiuriating. I've been trying to add funds to buy that CM arcana too, for 3 days, and it hasn't worked.

i dont know what happened, but when i change the wifi, ( i mean i connect to the another wifi), then it works...i can add money into wallet now

i dont know, i just connect to the optimum free wifi then add funds, it works..

That may have worked for you, but I've tried multiple internet connections and devices with no luck, I've tried every fix in this thread and every other potential one I can find, but still have the problem.

So I just tried to purchase a digital steam wallet code through paypal gifts; to avoid the steam vendor and any association with my steam account.

I received the following message-
"Return to merchant and try a different payment method
We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available)."

This must be a steam problem in general if paypal can't communicate with steam.

I know that this is a really anoying "bugg" so yesterday the same
problem came back "unexpected bla Bla bla" and like I said before all of those problem "solving" (copy-past) methods steam support has given to people did not work. So I tried to connecting to my second Internet and tada. . It worked again. So what I say you guys try to do the same thing, if you do not have second internet like normal people try your 3g/4G Internet from you mobile device. That's how mine worked again. Now to the methods that didn't work for me but might work for you.

1.Try adding some fund via your browser, you might as well try all of them like internet Explorer / Google Chrome / Firefox and so on..

2.If using a PC
- Please exit Steam, and navigate to the …\Steam\ directory (by default this is C:\Program Files\Steam - if you set a different installation directory, you will need to browse to it).
- Delete all of the files in this folder except: Steam.exe and the \Steamapps\ and \Userdata\ folders
- Restart your computer and test the issue again.
( You can also try uninstaling steam than go ahead and scan your computer with you anti virus program, than restarting you computer and install steam again
, this will remove your games from your computer so when you install steam again you will have to install all the games you have on steam all over again.)

3. If you are using PayPal than go to your PayPal and add some cash to you PayPal account and than try using PayPal method on steam again.

4.You might not even know it but maybe somewhere on your computer there might be a IP proxy or VPN software, just try searching on /C disc for them and if you do find them Delete them, restart you comp.. bla Bla bla.

These are just some of the solutions that worked for some and didn't for others.
If any of these "solutions" didn't work for you add me on steam and ill try to help.
I do not accept private accouts friend request.

Unfortunately an alternative connection hasn't fixed it for me.

Strangely though on my normal connection, I can now purchase games, but still receive
"There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance".

When trying to add funds to my wallet.
