But did you buy it from Steam directly, or from another website?

That doesn't count then. You must purchase a game directly from Steam if you want to remove the Limited status and be able to add friends.

Sorry, I still can't understand exactly what you are asking.

You can buy any game on Steam, doesn't matter what, as long as it is not a free game. Once you buy a game you will no longer be limited and can add friends to your Steam account.

I don't know what your second question is.
