Tier 1 - 30 minutes
Tier 2 - 2 hours
Tier 3 - 24 hours
Tier 4 - 7 Days
Tier 5 and above, 7 days.
Each time you get a penalty (Kicking, Being kicked, team killing, disconnecting, etc) you go up one Tier. Each time you go 7 days without a penalty, you go down one tier. You need to go 1 month (or more) without a penalty to drop down to below tier 1.

And Valve makes bank as the user addicted to CS;GO can't wait 7 days and stop killing teammates, so they keep buying copies on new accounts.

The addicts don't like playing if they can't be ranked against their peers to see how awesome they are. You see it all the time where users post how they bought CS:GO on a new account because they got a 7 day cooldown on their main, but now are confused why they can't add friends or trade, or use the Market to buy/sell skins.
