Pre-order means you're paying for the game early, you don't get to play the game any earlier.
You're confusing this with the Early Access -concept.

GTA5 will have pre-load: which will allow you to download the compressed data on your computer pre-release (this will likely come a week or two before release), so you don't have to download 64 GB of data on your computer after the game is released and waste your time downloading it when you could be playing it.

GTA5 is released on March 24th, 2015.

The only point in pre-ordering it are the pre-order incentives.

• People who pre-ordered GTA5 before February 1st 10 AM PST got $500 000 in-game singleplayer cash, $800 000 in-game multiplayer cash and a copy of Grand Theft Auto: San Andreas.
  
  
• People who pre-order in between February 1st and March 9th will only get $500 000 in-game singleplayer cash, $800 000 in-game multiplayer cash
  
  
• People who pre-order in between March 9th and March 24th will only get $500 000 in-game singleplayer cash, $500 000 in-game multiplayer cash
  
  
• And anyone after the release will get none of the pre-order incentives.

Given how smoothly Max Payne 3 runs (and GTA5 is running on an updated version of that engine) I doubt there'll be any major problems on release.

You could contact Rockstar support if you're paranoid... though if you pre-ordered it on the right date then I really don't see how you wouldn't get it.
