You're confusing this with the Early Access -concept.
GTA5 will have pre-load: which will allow you to download the compressed data on your computer pre-release (this will likely come a week or two before release), so you don't have to download 64 GB of data on your computer after the game is released and waste your time downloading it when you could be playing it.
GTA5 is released on March 24th, 2015.
The only point in pre-ordering it are the pre-order incentives.
