Should I avoid games that use PunkBuster?
I remember years ago PunkBuster used to be a nightmare. It would always run even if you weren't playing any games, it would use up resources, and it wouldn't allow you to uninstall it. Is it still terrible or have they improved it?

in my opinion yes.

the games I play for real do not have much cheaters so punkbuster is more of a problem than cheating if it would have it.

Well, I do see an occasion of PnkBstrA.exe from my Battlefield 3 & 4 installations (which are now uninstalled), it uses up 1 016 kilobytes of RAM; so a bit under a megabyte.

Not that I really pay it much attention. PnkBstrB.exe would be an active service only when the game is actually on - and now it isn't.
