Verify if key has already been used?
I received a game key as a promotion for a computer purchase. Recently, I resold the key on ebay and the customer is claiming the key is invalid. So far they've been unable to provide any proof of this. I've asked for his Steam account, email, and maybe even a screenshot and he's been unwilling to work with me and is only acting hostile.

Is there any way I can send the key to VALVe for verification?

What kind of verification are you looking for?

They are unlikely to tell you who exactly redeemed that key.

You can try to redeem it yourself if you want to check its validity.

anybody could have redeemed that key now or it was bad to start with.

refund them the game and do not risk it again.

You can't find out who owns a key, unless it's you -- Steam will only send an EMail to the owner, but not to an arbitrary third party. I very much doubt support will assist you in that.

However, "invalid" is different from "in use". Sometimes, these promotions give you keys for the promotion, which can then be exchanged into actual keys on the website of whoever runs the promotion.
EDIT: this could be simply because they like doing overly complicated things, or because the promotion gives you a choice between multiple games, or because they don't want to actually pay for keys that aren't being collected.

contact the people that gave you that key and they might be able to find out something for you by them contacting steam themselves, at least you can get them to revoke the key.

The key was distributed on a slip of paper, and there's nothing on that paper saying it cannot be resold. In fact I've seen several auctions already on Ebay with the exact same item. It's not a promotion but rather a game key that needs to be activate on Steam, which apparently is invalid according to the customer.

I'd like to find out if the key had been redeemed around the time that I sold the key. Even better, if it was redeemed to their specific Steam account (which so far they've been unwilling to share). That way I'll know if they're lying and trying to pull a fast one (which I suspect at this point).

I could dig around the Steam site for a support line. Just figured I'd check here first to see if anybody has run across this issue.

There is no support line. The only way to contact Steam support is through the ticket system.
