If someone has access to my account from another pc....

he has to turn on steam guard before trading right? so from my pc will it show me that my steam guard has been turned off and then on? will it let me know or changes wont affect me from this pc?

You can see your account protection : Steam>Settings. If you change something on an another coputer it wil count on every other computer that you get on. Like If you finish a game on a computer and get on another one the game will still be finished.

Thanks for replying man, I would also like to ask, why sometimes the direction bar in steam client is disabled out of the blue. Like right now I posted this and went to change my steam password and the direction bar was hidden and I had to enabled it again, why it happens?

If you want to change your password go to Steam>Settings>Account>Change Password Or Secret Question... But after you change your password you will not be able to trade for 1 week. I am not sure if that restriction for 1 week is gonna happe because i changed my password and i didn't got that restriction And sorry if that doesn't help you but i don't know sure what you mean with "direction bar".

Well things like that happens some time when Steam is Buggy but your account is secured if you have a good password,seret question and if someone will try to log into your account he will need the little confirmation code sent to your email.

Changing your password shouldn't cause a restriction, but resetting it will.

My pc is brand new, using windows 8.1 and avg premium, never downloaded anything suspcious since this pc was bought just to play but two days ago a guy was really mad at me so he started calling me through steam voice chat when we were in game (csgo)

He called me and cancel, called me and cancel and so on, until I decided to block him, after I blocked him he could still call me, I close the chat window and still received the call from this guy who was not even in game with me anymore. He was not on my friend lists and the only group I have is a private one of 4 people. This guy appeared as desconnected after I blocked him but still was calling me over and over again.

I then tried to see if is possible to keep calling someone after being blocked using my other pc and once I blocked my alt account it couldnt perform any more calls but this guy could, how is this possible?

I don't know but don't worry you account can't be just Hack, i mean someone can't just get your passwor... Just don't click fake links and things like that and you won't have problems. If someone add you/post on your profile Hi i wanna trade you ( Or something like that) and gives you a link DON'T Click that link.It will just all the passwords that are in your computer.
