Controller issues with Steam

I've been having issues with controllers not working on my computer lately. I was using a Switch pro controller that works perfectly fine on my Switch but when it's plugged into my computer it doesn't work properly. After a few minutes my inputs would stop registering except it would just have the left joystick inputting left constantly. I thought the problem was with the controller itself possibly so I bought an Xbox controller but it is having the exact same issue.

Today I've realized the issue has something to do with Steam. I tried to play games without Steam and they all worked perfectly fine. I went back and forth with a DRM free copy of Hollow Knight and playing it through Steam where the DRM free version worked fine and on Steam the controller inputs won't work at all when I launch it and when it finally does it ends up having the issue mentioned earlier.

I have absolutely no idea why this is happening. I've tried all kinds of things, reinstalling the drivers, reinstalling Steam, disabling Steam input, enabling Steam input, using different controllers, plugging them into different USB ports. I'm kinda at a loss for why this is happening and how to fix it.
