Check disk I/O is not 100% in windows resource manager,
Typical issue is near full or other power scematic run in balance mode and laptop user that dont knwo the diffrence in desktop vs laptop, and we have no clue here, even if new pc is alaptop and old pc is desktop.
Dont come here with QoS or other limitation enable in steam settings, turn it off.
Just watchout you know what QOS is and why its needed in multi lan device so other also get bandwide.
Nothing wrong with meme my network but we dont know how you networst build and setup is.
as all pc once was my network my isp alone, things dont work like that anymore.
and what prevent you from test change steam DL zone, so many know this today.

Stop missuse gaslighting topic, if i was steam or ISP , he will have a issue with working on other pc. then they will most likey dissmiss this as a steam or ISP issue.

stop thinking you can ALLWAYS download games from steam at full speed because if you think so, it means you do not understand how network is working ,not also network but IT in general ...
eg:
for the same game , try to uninstall it and download it at different timeline ...
and try to get the same download speed each time ( you will never ... )
