API rate limit which is IP based. Change your IP or wait it out. Odds are your ISP routes multiple customers through the same IP. You can try asking for a dedicated IP if they offer them.

I'm surprised how everyone blames the internet or the IP address. Dude, Steam has been acting up for months. It's not your internet, it's not your PC. It's Steam.
Someday they will fix it.
