Steam Wallet Is Broken

It used to let me just pay, but now it wants me to put in my full name and address? I'm confused. Why is Steam broken?

That figures. I just didn't realize it would be THIS bad. And the HK community is crashing out, insulting anyone they feel slightly irritated towards. :salt:
