Excessive usage of wallet credit with schemes to attempt to convert it back to real money, i.e. offering purchase services for a reduced price ("You give real $$$ I buy game X with wallet $$$ for you"), can be seen as money laundering attempts.
As support said no, your only option is to use an external payment method if you wish to continue gifting games.
