Via an external method like steamdb? You can't. You'll get this message instead:

"An error occurred while launching this game: No licenses"

Even if there was a way to add it to your library, you wouldn't be able to play it.
The servers shut down when the game shut down...

If that is all you want then:
  1. Open notepad and save a text file somewhere as "Ring of Elysium.txt"
  2. Change the file extension from .txt to .exe
  3. Go to https://steamdb.info/app/755790/info/ and under "Assets" click and then download and save the "clienticon" file. Make sure the file is saved as a .ico file.
  4. Follow directions in the following YouTube video to add the ico file to the "Ring of Elysium.exe" file you created:
    https://www.youtube.com/watch?v=LOl_dBZmaCY
  5. Add the "Ring of Elysium.exe" file to your library as a non-Steam game.
Note: You can skip steps 3 & 4 if you don't care about the icon image.
