You are ineligible to join this Steam Family at this time, as your Steam activity doesn't indicate that you are in the same household as other members of this family.
One of my family members lives in another city but still in the same department as everyone else in the family, and when trying to invite this person, it tells her this.
Can anything be done about this?

FYI (maybe this can help): She hasn't shown her country in her profile.

Do you have a mutually used system? If not, they are not eligible to join.

Steam Family Sharing was conceived as a safe alternative to account credential sharing when families have a shared computer or multiple shared computers, as they would have physical access to such accounts anyway. It worked by having credentials (in the form of session tokens) stored locally and managing permissions on a per-system basis.

The new system still requires mutually used hardware (shared internet connection is not enough, else it won't let you add to family) but is now safely managed on Valve's servers instead. Therefore, all family members must be within the same store region and must have used a common computer at least once recently.

No, we don't. We were asking to do that but she won't give login to her account on a common computer. I will tell her that tho, thanks

Let her come for a visit and log into your system on her own terms. If she gives you the login info, she'd be in breach of section 1 C Steam Subscriber Agreement.
