Locked as in he can not log in to his steam account?
Locked as in he has been banned from playing an game?

he got bannned for no reason idk why but i dont believe him but oh well

I can not see his profile. Looks like he deleted his account maybe?

If the account has been deleted, things look bad.

Can I regain access to my account once it has been deleted?
No, once Steam support has deleted the account, neither the account nor any information related to it can be restored.
